If you want to create a reference OS image, you have to run the sysprep Windows tool to prepare the image for OS deployment.
If the tool fails with the error message “Sysprep was not able to validate your Windows installation” on a Windows 10 computer, you most likely have a problem with Windows apps.
Before the image is used for production usage, it's needed to prepare the Config Mgr client first.
Here are the steps that must be followed to do this.- For VDI, verify a Full Scan has been run on the Master Host Image, and that persistent cache has been populated;- You can check the value in HKLM\SOFTWARE\Microsoft\Microsoft Antimalware\Scan\SFCState (if it’s 7 then it’s complete, on initial install it will be 0);- To force the persistent cache to generate, RUN (from an elevated CMD):- CD C:\Program Files\Microsoft Security Client- Start - You can export the SCEP policy used and change Disable Catchup Full Scan and Disable Catchup Quick Scan from 0 to 1. Not sure if this is needed all times, but it will surely help; After that shutdown the reference image, create a snapshot (optional) and use it for your environment.

Another reason that some bloggers mentioned is that the Windows installation was not activated.
I tried to sysprep a Windows 10 installation that was not activated, and sysprep ran through without complaints.
So, if you know for sure the exact update that does this, please comment.
On the surface at least, the server looks OK: It synchronizes with upstream Microsoft servers, displays newly-published updates, approves and declines as been told, and downloads approved updates flawlessly.
